Text of a speech delivered in Charlottesville, Virginia by Representative Howard W. Smith. Smith's speech was prompted by the crisis at Little Rock. He fears that the nation is "drifting toward ... an autocratic ... system of government under which the Supreme court would constitute a dictatorship with unlimited powers, and the Army its means of enforcement." Smith cites examples of Supreme Court overturning state law and examines the Little Rock situation in which he concludes both the president and the Supreme Court acted without constitutional authority.
